Job Description: BMF Modernization Technical Consultant

Position Overview

We are looking for an experienced Technical Consultant to support the modernization of the IRS Business Master File (BMF) system. This role requires a strong background in legacy system analysis, reverse engineering, and modern Java-based development. The ideal candidate will bridge the gap between legacy systems and modern architectures, playing a key role in transforming critical tax processing systems.

Key Responsibilities

•  Analyze existing BMF Assembler Language Code (ALC) to understand system functionality and logic

•  Utilize reverse engineering tools and techniques to extract business rules and logic from legacy code

•  Design and develop modern, Java-based solutions that replicate and enhance legacy BMF functionality

•  Create and maintain technical documentation, including architecture diagrams, API specifications, and developer guides

•  Develop custom tools to assist in the decomposition and mapping of business rules from legacy systems

•  Participate in code reviews, ensuring high-quality, maintainable code that adheres to modern best practices

•  Collaborate with Domain Experts to ensure accurate translation of business rules into modern implementations

•  Contribute to the development of prototypes and proofs of concept for BMF modernization efforts

•  Assist in the design and implementation of integration points between modernized components and existing systems

•  Support testing efforts, including unit testing, integration testing, and performance testing of new components

Qualifications

•  Bachelor's degree in Computer Science, Software Engineering, or related field

•  8+ years of experience in software development, with a focus on system modernization and legacy system integration

•  Strong proficiency in Java development, including experience with modern frameworks and tools

•  Experience with mainframe systems and Assembler Language Code (ALC)

•  Familiarity with reverse engineering tools and techniques

•  Knowledge of database technologies, including both legacy (e.g., DB2) and modern systems

•  Experience with Agile development methodologies

•  Strong analytical and problem-solving skills

Required Skills

•  Java programming (Java 8+)

•  Understanding of mainframe architectures and programming concepts

•  Experience with code analysis and reverse engineering tools

•  Familiarity with modern software architecture patterns (e.g., microservices, event-driven architecture)

•  Version control systems (e.g., Git)

•  Continuous Integration/Continuous Deployment (CI/CD) practices

•  Strong debugging and troubleshooting skills

Preferred Qualifications

•  Experience with IRS systems or other complex government IT environments

•  Knowledge of tax processing systems and related business logic

•  Familiarity with cloud technologies and FedRAMP compliance requirements

•  Experience with big data technologies and distributed computing

•  Certifications in relevant technologies or methodologies (e.g., AWS, Azure, Scrum)
