Position Overview:

Our client is seeking a seasoned IT Program Manager - Investment Planning to lead and manage technology initiatives in a fast-paced IT environment. This role involves providing strategic direction, ensuring adherence to IT policies, and managing a team to deliver exceptional IT services. Ideal candidates will possess strong leadership skills, technical acumen, and experience handling complex technology projects, particularly within government or large enterprise settings.

Key Responsibilities:

  • Initiative Oversight: Manage IT initiatives within the assigned program, ensuring resources are allocated effectively to meet deliverables.
  • Policy Compliance: Ensure strict adherence to VDOT, VITA, and other applicable policies, standards, and guidelines.
  • Program Leadership: Supervise IT staff supporting areas such as project management, data management, security, and service desk operations.
  • Strategic Guidance: Define strategic goals for the program and propose innovative technology solutions to meet business needs.
  • Process Improvement: Identify and implement opportunities to enhance business processes through technology integration.
  • Stakeholder Reporting: Provide regular updates on project plans, timelines, and progress to stakeholders.
  • Operational Metrics: Monitor and analyze key metrics to optimize processes and improve IT functions.

Required Qualifications:

  • Education: Bachelor s degree in a relevant field.
  • Certifications: Current Project Management Professional (PMP) certification (PMI or VITA PM certification).
  • Experience:
    • Minimum of 15 years managing large-scale technology projects, including procurement.
    • Strong knowledge of software development life cycles (Agile and Waterfall).
    • Proven ability to supervise technical staff and coordinate multiple complex projects.
  • Technical Skills:
    • Proficiency with Microsoft Office Suite (Word, Excel, Visio, PowerPoint, and Project Server).
    • Experience with financial analysis, ROI calculations, and requirements analysis.
  • Communication: Excellent verbal and written communication skills, including the ability to present to diverse audiences and lead meetings.
  • IT Expertise: Familiarity with IT governance, system analysis, troubleshooting, and process optimization.

Preferred Qualifications:

  • Experience with VITA s Commonwealth Technology Portfolio (CTP) system and ECOS/COVRamp processes.
  • Knowledge of IT procurement processes, including RFPs, statewide contracts, and CAI SOW.
  • Advanced understanding of computer and network systems and related methodologies.

Compensation and Benefits:

  • Pay Rate: $72 $75/hour ($149,760 $156,000 annually).
