1 Project Manager:
The Proposer shall propose a Project Manager who shall remain assigned to the project.
The Project Manager shall oversee the project and serve as the focal and single point of contact
for all day-to-day technical and functional matters relating to the execution of the project.
The Project Manager is responsible for managing and reporting on project timelines and meeting project milestones.
The Proposer shall provide an individual résumé; a list of their qualifications; relevant project management certifications including Project Management Institute (PMI) certification; five (5) years of experience as a project manager including prior experience in public sector healthcare system
implementation projects, and institutional knowledge of federal regulations; and current work assignments (client name).
2. Project Analyst:
The Proposer shall propose a Project Analyst who can help assist with project management
and administrative tasks in alignment with Agency goals and reporting needs. The Proposer shall provide an individual résumé; a list of their qualifications; three (3) years of experience as a project manager including prior experience in public sector healthcare system implementation projects, and institutional knowledge of federal regulations; current work assignments (client name); and home office location. This position does not require a PMP certification.
3. Technical Manager:
The Proposer shall propose a Technical Manager who shall have a detailed understanding of all technologies and technical approaches with the ability to quickly understand the technologies used in the target system. The resource shall be able to facilitate discussions between technical and non- technical resources. The Technical Manager shall ensure that the system is developed in accordance with the Agency's functional and technical requirements and be aligned with best practices. The Technical Manager shall facilitate and function as an implementation manager who shall guide the Agency through the adoption and use of the system, assist in improving the implementation processes through increased speed and efficiency, ensure the Agency has the necessary training, and help facilitate organizational change and ensure that all technical changes are managed according to best practice and system configurations, during the design, development, implementation and into operations, are managed and documented.

4. Enterprise Architect:
The Enterprise Architect shall be able to design, architect, implement and deploy scope- aligned systems and solutions. The Enterprise Architect shall have diverse technical knowledge including using architectural best practices and architectural frameworks and methodologies. The Enterprise Architect shall be able to optimize platform design across components to yield the best user experience. This position shall also create system roadmaps to ensure the future utility and maintainability of the systems.
The Proposer shall provide an individual résumé; a list of their qualifications; five (5) years of experience as an Enterprise Architect including prior experience with cloud architecture and with designing public sector healthcare system implementation projects; current work assignments (client name); and home office location.
5. Business Analyst:
The Analyst shall be able to evaluate data collected through task analyses, business processes, surveys, and workshops, as well as prepare and deliver recommendations during the development process to enable the Agency's business needs. The analyst shall have the ability to prepare detailed project documentation, and document results of analysis and workflows. The Analyst shall design and execute test scripts and test scenarios, and coordinate with the business units during the testing and validation of new applications and services as well as enhancements to existing applications and services.

6. UAT Testing Manager:
The Testing manager shall be responsible for planning, coordination, and control of testing activities for WINGS IT systems and services. The Testing manager shall also develop and define appropriate test methods and tools to ensure correct functions. The resource shall mentor testers and manage overall user acceptance testing activities.
The UAT Testing Manager shall ensure that 100% of test cases are created, tested, and validated if the system meets the requirements. The UAT Testing Manager will assist in the schedule of UAT, ensuring that the UAT environment is ready for testing. This position will also communicate and reinitiate and schedule testing when fixes are deployed to defects.

7. UAT Tester
The Testers shall provide UAT testing, and other testing necessary, as defined in the task order. The Tester shall also develop and define appropriate test cases to ensure correct functions.
The Proposer shall provide an individual résumé; a list of their qualifications; five (5) years of experience as a Tester related to public sector healthcare system implementation projects; current work assignments (client name); and home office location.
8. Security Specialist:
The Security Specialist shall be responsible for reviewing security reports, identifying areas of weakness, and documenting findings and mitigations in the Plan of Action and Milestones.
The Proposer shall provide an individual résumé; a list of their qualifications; five (5) years of experience as a Security Specialist including prior experience designing, implementing, and testing public sector healthcare system controls and ascertaining the systems' security posture; relevant certifications including Certified information Systems Security Professional (CISSP) certification; current work assignments (client name); and home office location.
9. Security Architect :
The Security Architect shall lead information technology security initiatives, identify security issues and provide solutions and mitigations, and train, mentor, and lead other security positions to improve the overall security of the Agency. This position will evaluate existing security strategies. The Security Architect will verify the security of the systems and maintain compliance with changing system configurations and security requirements.

10. Document Manager:
The document manager shall oversee and manage the company's documents to ensure efficient accessibility and security.
