Position Description and Job Skill Set

Job Functions

The Mississippi State Department of Health (MSDH), Offices of Communicable Diseases and the Offices of Health Data, Operations, and Research, is seeking a contractor with:

  • Extensive knowledge and experience in the Rhapsody integration engine.
  • Expertise in developing Rhapsody software solutions and implementing public health HL7 specifications.

The contractor will:

  1. Support MSDH''s ongoing data interoperability obligations (e.g., Promoting Interoperability, Data Modernization, State Public Health Laboratory operations, Vital Statistics).
  2. Collaborate with MSDH OHIT and program staff to enhance Rhapsody''s capacity, capabilities, and customer support.
  3. Develop and implement architectural and coding standards.
  4. Convert existing architecture and code to align with new standards.
  5. Draft long- and short-term Rhapsody resource plans.
  6. Identify and implement CDC-recommended changes to the current Rhapsody environment.

Deliverables

  • Collaborate with MSDH stakeholders to design and execute a plan for Rhapsody architecture and coding enhancements.
  • Develop and implement a resource and support plan for program-level interoperability efforts.
  • Provide Rhapsody architecture and coding services to stabilize the current system.
  • Manage and oversee all project activities and deliverables.

Required Skills/Experience

  • Minimum 5 years: Experience working with the Rhapsody integration engine in State Health Departments or public entities.
  • Minimum 3 years: Experience implementing HL7 2.X data interfaces compliant with CDC/CMS Promoting Interoperability standards, HL7 CDA (Clinical Document Architecture), and ETOR standards.
  • Proven ability to ensure compliance with Federal and State regulations.
