Job Description:
The Senior Business Analyst will play a critical role in supporting the NF PDPM technology project within the Center for Medicaid and CHIP Services (CMD). This position focuses on implementing changes to the Medicaid Management Information System (MMIS)/Medicaid Enterprise Systems (MES) to enhance the nursing facility payment methodology for Long-Term Services and Supports (LTSS). The Senior Business Analyst is expected to deliver high-quality products that align with the state's operational and technical objectives.
In this role, the Senior Business Analyst will exercise significant latitude in decision-making to ensure successful completion of tasks. The role demands a high level of multi-tasking, priority analysis, clear communication, and expectation management throughout the various project phases. The Senior Business Analyst will engage with multiple internal and external stakeholders, including program and technical staff, contracted resources, and vendors. Key responsibilities include participation in meetings, tracking deliverables and schedules, and promptly alerting management to any issues that may impact service providers.
Key Responsibilities:
- Analyze program policies, procedures, and processes to assess their impact on business systems and functional areas.
- Review and analyze system data and project deliverables, including business user requirements, design documentation, test plans, and risk assessment plans, to ensure alignment with business and technical requirements.
- Collaborate with program area staff to gather, analyze, and document business processes and requirements.
- Act as a liaison between state staff and vendors, translating operational and business requirements into actionable vendor deliverables.
- Develop and document User Stories with Acceptance Criteria based on business needs in accordance with Agile methodology.
- Create and maintain business user test scenarios; participate in system and user acceptance testing.
- Develop use case scenarios, test plans, and exit criteria that accurately reflect documented business requirements or user stories.
- Review, analyze, and execute test cases using formal testing tools.
- Track, document, and report the status of testing activities.
- Evaluate proposed test strategies to ensure comprehensive test coverage.
- Identify project risks and issues, develop mitigation strategies, and communicate them to management.
- Report project status, including risks, issues, and key decisions, to management within established timelines.
- Document action items and business decisions.
- Perform meeting and presentation tasks as required.
- Manage the schedule for deliverables according to the established timeline.
- Perform additional duties as assigned in support of the NF PDPM project.
Required Skills:
- Extensive experience in performing complex business analysis and producing technical documentation.
- Proven ability to report project status to management, including identification of risks, issues, and key decisions.
- Strong experience in identifying project risks and issues, with the ability to develop and implement effective mitigation strategies.
- Excellent written and oral communication skills, with experience in documenting requirements, deliverables, test scenarios, and project status reports.
- Expertise in gathering, validating, and documenting business requirements and translating them into technical solutions for technical staff.
- Experience reviewing and approving complex technical user and system requirements written by vendors.
- Proficiency with Microsoft Office products, including Teams, Word, and Excel.
- Experience in coordinating and developing test plans, exit criteria, and test scenarios.
- Experience executing detailed test cases within a complex software environment.
- Familiarity with testing management software.
- Experience with project management software, such as Microsoft Project.
- Proficient in utilizing Agile software development methodology.
- Extensive experience as a Business Analyst.
Preferred Skills:
- Familiarity with Texas Medicaid systems and processes.
- Experience in claims processing.
- Experience serving as a Product Owner for an Agile team, including working with Agile/Scrum teams of software vendors to implement system changes.
