Position Overview:
Our global delivery organization seeks an experienced Program Manager for a large federal application delivery and transformation program.
As the Program Manager, you will have a unique opportunity to transform, modernize, and migrate mission-critical services to a Cloud-first, adaptive, user-driven platform. This is a high-visibility role in a premier agency, with a mandate to change the way of working, modernize legacy systems, launch new mobile-first user experiences, and deliver significant, impactful value for a global user base.
Your Typical Day:

Own the successful execution and delivery of a multi-million-dollar, multi-project, multi-year transformation effort.
Lead and guide the work of program/project/technical staff. Serve as liaison between government, business, and contractor staff. Plan programs/projects and assess business implications.
Ensure mission readiness by enabling Systems Development and Operations teams to be fully engaged in implementing DevSecOps and Agile frameworks.
Define a roadmap, execution, and adoption plan at the program level and lead the program management and delivery functions such as program planning, resource management, risk management, stakeholder management, quality assurance, and continuous improvement.
Collaborate with Government stakeholders and end users in a multi-vendor environment to
Ensure proper performance of tasks necessary for the most efficient and effective execution of the contract.
Be the primary interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government Program Manager.
Develop, obtain buy-in, and regularly report on program metrics and measurements with on-demand availability for stakeholders.
The Requirements:

10+ years of experience in program management, with a demonstrable track record for customer success.
8+ years of progressive experience managing large programs for the Federal Government.
3+ years of recent relevant experience managing contracts over $100M in the application development and modernization area.
Experience crafting a strategic vision for a complex organization, balancing modernization needs aligned with critical ongoing operations and maintenance requirements.
Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, scheduling, financial data monitoring, and reporting for large, complex Federal programs.
Exceptional technical aptitude and effective written and verbal communication skills.
US Citizen with active Secret or TS Clearance.
Active Program Management Professional (PMP) certification from the PMI.
