Position Summary:
We are seeking a dynamic Business Analyst/Project Manager (BA/PM) with mid-level experience to contribute to impactful technology initiatives in the public sector. The ideal candidate will have expertise in Child Welfare (CCWIS), integrated eligibility, and child support programs, with a strong foundation in PMBOK and Agile methodologies. Candidates with relevant certifications such as PMP or CSM are highly preferred.
Key Responsibilities:
Business Analysis:
• Work closely with stakeholders to gather, analyze, and document business requirements for system modernization projects.
• Develop functional and non-functional specifications for Child Welfare (CCWIS), integrated eligibility, and child support programs.
• Perform gap analysis and recommend process improvements to optimize system performance.
• Create detailed process maps, workflows, and user stories to communicate requirements to development teams.
Project Management:
• Plan, execute, and monitor project activities to ensure on-time and within-budget delivery.
• Develop project plans, schedules, risk registers, and communication strategies following PMBOK guidelines.
• Lead Agile ceremonies, including sprint planning, daily stand-ups, and retrospectives, ensuring team alignment and productivity.
• Track project deliverables using tools like JIRA, Trello, or MS Project and provide regular updates to stakeholders.
Collaboration and Stakeholder Engagement:
• Act as a liaison between technical teams, business users, and external vendors to ensure clear communication and alignment.
• Facilitate workshops and meetings to capture requirements and resolve project issues.
• Build strong relationships with state agency stakeholders to address project needs effectively.
Quality Assurance and Testing:
• Develop and execute test cases to validate system functionality against requirements.
• Assist in user acceptance testing (UAT) and resolve issues to ensure a seamless implementation.
Qualifications:
Experience:
• 5–7 years of combined experience as a Business Analyst and/or Project Manager.
• Hands-on experience with Child Welfare (CCWIS), integrated eligibility, and child support programs.
Methodologies and Tools:
• Proficiency in PMBOK principles and Agile frameworks (Scrum/Kanban).
• Familiarity with project management and collaboration tools such as MS Project, JIRA, Confluence, or similar.
Certifications:
• PMP (Project Management Professional) or CSM (Certified Scrum Master) preferred.
Technical Skills:
• Strong understanding of software development life cycles (SDLC) and system integration processes.
Education:
• Bachelor’s degree in a relevant field; advanced degree is a plus.
