We are seeking a highly skilled and experienced Technical Lead to oversee and guide an established software development team supporting a high-profile project. This role is instrumental in ensuring technical excellence, delivering high-quality solutions, and driving the successful completion of all project phases—from initiation through final acceptance of deliverables.
The Technical Lead will collaborate closely with the Project Manager and other key stakeholders to ensure adherence to agency-specific and Commonwealth project management standards, policies, and governance frameworks. This role requires a proactive leader who can drive team performance, manage technical risks, ensure code quality, and maintain alignment between technical implementation and business goals.

Provide technical leadership and strategic direction across the full software development lifecycle.

Guide and mentor developers, fostering best practices and ensuring high code quality standards.

Collaborate with the Project Manager to manage project scope, timelines, deliverables, and risk mitigation strategies.

Ensure compliance with agency and Commonwealth IT governance, policies, and methodologies.

Review and validate technical deliverables for accuracy, completeness, and alignment with requirements.

Maintain and oversee a detailed project plan, including scope, tasks, schedules, and status reporting.

Monitor project performance and implement corrective actions as necessary to ensure objectives are met.

Act as a liaison between Agency leadership and VITA, ensuring timely and accurate communication of project status, risks, and issues.

Assist in the preparation of executive-level reports and materials for regular stakeholder meetings and project review sessions.
Required Skills & Experience:
Proven leadership experience guiding technical teams through full project lifecycles
Hands-on expertise with Azure Cloud Services (App Services, Functions, DevOps, Storage, AKS, etc.)
Proficiency in programming languages such as C#, .NET, Python, or JavaScript
Strong understanding of RESTful APIs, microservices architecture, and serverless computing
Experience with Azure monitoring and logging tools (e.g., Application Insights, Azure Monitor)
Familiarity with both SQL and NoSQL databases, particularly within the Azure ecosystem (e.g., Azure SQL, Cosmos DB)
In-depth knowledge of secure coding practices, RBAC, and compliance frameworks (e.g., GDPR, ISO)
Solid experience with Agile/Scrum development methodologies
Strong communication skills, including the ability to convey technical concepts to non-technical audiences
Experience coaching junior developers and driving continuous improvement initiatives
Effective collaboration with Product Owners, Scrum Masters, and cross-functional teams
Analytical thinking and strong architectural decision-making capabilities
Preferred Qualifications:
